An appeal to the Papuan people not to be provoked by the rejection of new autonomous regions that will hinder development




In the midst of the latest conditions where the Papuan Separatist and Terrorist Group (KST) continues to implement a strategy of revenge patterns targeting the apparatus to civilians, as well as the government's efforts and response in dealing with the group's atrocities. There is one issue in Cenderawasih that is still being discussed and needs to be considered together so that it does not become a burden for certain groups to influence and harm the community.

One of them, the rejection of the New Autonomous Regional Policy (DOB) which was held on May 10, 2022, in the end it was revealed that there was interference from certain local elites and support from the West Papua National Committee (KNPB) and the Papuan Student Alliance (AMP) which tend to have a mission. to break away from Indonesia. In terms of regional politics, the distrust of a number of regional heads towards the objectivity of the Papuan People's Assembly (MRP) as a community representative institution shows inconsistencies and tendencies in responding to new autonomous regions policies as an effort by the central government to accelerate equitable development which should be supported perpendicularly to the regional scope.

DOB Support from Papuan Youth Leaders and Academics

Until now, a number of statements of support for the new autonomous region policy continue to emerge from various parties with various constructive arguments. This was at the same time responding to the provocation that had spread to the community through demonstrations to reject the new autonomous regions, which turned out to be in the interests of certain parties who did not want central policies because they were deemed unprofitable for their groups.

A statement of support for the new DOB policy recently emerged from the Papuan Youth Leader, Charles Kosay. Based on his perspective, the government has evaluated the implementation of Special Autonomy with the issuance of Law (UU) Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Papua Province. With the change in the Special Autonomy Law, education, health, governance and the development of human resources and infrastructure have become better. In addition, in the Special Autonomy mandate, there is a policy for the expansion of new autonomous regions. The policy for the formation of new regions is to address the span of control between the government and the people, considering that Papua has a very wide area and complex problems.

The same thing was also reiterated by an academic from the University of Cenderawasih Papua, Marinus Yaung. That to accelerate development in Papua, the state has issued articles related to the expansion of Papua. This is to answer the problem of social equity. Because economic growth without social equity can be the root of problems and conflicts. DOB is one of the steps in supporting the acceleration of development in Papua. The government's goals in establishing new autonomous regions are for social equity, accelerating development, improving public services, and increasing Papuan human dignity, so that the rich are not only city dwellers, while people in remote areas are always left behind.

An Appeal not to be Provoked by Parties who are against the Government

One of the negative impacts of the rush of information contained in social media and online media is the emergence of disinformation to provocation from parties who deliberately use it to influence public opinion. In the case in Papua, until now the issue of breaking away from Indonesia is still a long mission which is being propagated by a number of opposition fronts to gain sympathy and support from the community. Included in this is the issue of new autonomous regions, which are then taken up so that the public does not support and tends to refuse to fight. KST Papua as the opposition party is still maneuvering to show its existence and consistency in opposing the government and its policies.

The Deputy Chair of the MPR RI, Syarief Hasan, has a response to the current security conditions in the Papua region that the existence of KST Papua has become increasingly troubling by carrying out acts of violence to the killing of the community and the apparatus. Therefore, these groups must be decimated immediately so that they do not continue to cause casualties. Throughout January to March 2022, KST Papua has committed seven acts of terror and left 13 people dead and others injured. The TNI and Polri are expected to be able to support each other in eliminating the existence of KST Papua.

Meanwhile, the Commander of the Joint Regional Defense Command III (Pangkogabwilhan III), Lt. Gen. I Nyoman Cantiasa gave an appeal to religious leaders in Jayapura City, Papua, to fortify themselves from trying to fight each other because in the end it was the community who became victims. Strengthen unity and integrity by strengthening conflict prevention instruments because Papua is a blessed land.

The Latest News from the Discussion on the Papua New Guinea Bill

After a long wait, the public received good news regarding the long process of discussing the Papua New Guinea policy plan. The report stated that the DPR will immediately discuss the new autonomous regions bill for Central Papua, South Papua, and Papua Central Mountains after the DPR received a letter from the President (surpres) regarding the follow-up to the discussion of the three new autonomous regions bills. This was confirmed by the Deputy Chair of Commission II of the DPR, Junimart Girsang, that the suppression of the discussion of the new autonomous regions bill had been received by the Indonesian House of Representatives on April 12, 2022. Currently, Commission II of the DPR is waiting for an assignment from the Deliberative Body (Bamus) of the DPR to begin deliberation of the three bills.

The division of territory is an order of law (UU). There are pros and cons that come with it because there are many interests. Among them are subjective interests, objective interests, political interests, and even the interests of the possibility of division. The new DOB bill is targeted to be completed during the trial period which will soon be held again. There must be appropriate decision-making considering that there are high dynamics, including later in terms of technical preparations that must be pursued before the discussion of the 2023 APBN.
