The Government of Nabire Regency, Papua Province has confirmed that direct cash assistance during the Covid-19 pandemic allocated from the Village Fund in 2020 is only for the poor or disadvantaged.
That refers to the Circular Letter of the village minister and the acceleration of disadvantaged areas which issued Letter Number 412.2 / 5429 concerning the Use of the 2020 Village Fund for PKTD, Prevention Covid-19.
"That, the village funds sourced from the state budget, some of these funds are intended for handling Covid-19," said Acting Regional Secretary of Nabire Regency, Daniel Maipon, Wednesday (4/22/2020).
Maipon explained the technical implementation through the Village Community Empowerment Agency (BPMK). Village funds can be used for Direct Cash Assistance (BLT).
"And each Head of Family (KK) will get Rp600 thousand in a period of three months from April, May and June according to instructions from the center," said Maipon explained.
In addition to BLT, there are also allocations to finance Posko and social impacts as a safety net at the village level. He asserted that BLT sourced from village funds was intended for disadvantaged villagers who did not get the Family Hope Program (PKH) and the like from the Social Service.
"Do not overlap and there are residents who get both, for example, they have received PKH and then get BLT from village funds," said Maipon stressed.
He explained that there were still people who really needed it, while the purpose of giving BLT from the central government was to cover the lack of income from the community due to the pandemic.
Maipon advised the Village Government as a government representative who understood better the status of the village community. So that the implementation will be in accordance with technical guidelines (technical guidelines) from the ministry through the BPMK.
While the money allocated is not equal, but according to the in-laws, from Rp.800 million, 25% was taken, then Rp.800 million to Rp.2.2 billion was taken 30% and above Rp2 billion was taken 35%.
"So, don't ever work outside the technical guidelines because the sanctions are large and can deal with the KPK. Don't let other people suffer and the others have fun, "Maipon said.
Head of Yaur District, Petrus Sadi, said that the head of the family in the village would be the basis for BLT granting. So the village head must give directly to residents who live in his village.
"For example, even though there are residents of Kampung Sima or Kampung Yaur but living in the city, he is not entitled to receive the assistance," said Sadi.
He will gather the community and village officials to provide understanding before distribution. "So before the remedial, I will gather village officials and the community to provide a new settlement," he said.
