KPU Asks for Perppu to be ratified before October so that Papua New Guineans take part in the Election

Commission II of the DPR and the Ministry of Home Affairs agreed on a mechanism for issuing government regulations in lieu of law (perppu) after the addition of three new provinces in Papua ahead of the 2024 election. The KPU asked the government to immediately issue the Perppu before October 2022. "The law in September has been completed, so that in early October we can consolidate the formation of the Provincial KPU in the new autonomous regions," said the Head of the Technical Division of the Indonesian KPU, Idham Holik to reporters, Friday (2/9/2022).

This is because on December 6, 2022, based on PKPU 3 of 2022, the KPU must open an announcement on the submission of support for DPD candidates. As is known, that the parliament in Indonesia uses a bicameral format consisting of the DPD and the DPR
"So later the election must be held simultaneously, must be together. Article 20 in Number 3 of the New New Guinea Law, both Law Number 14 of 2022, Law Number 15 of 2022 and Law Number 16 of 2022 are stated explicitly, the three new autonomous regions will participate in the elections in 2024," explained Idham.

"This means that the elections will not only be held in the DPR RI but also for the DPD RI, Provincial DPRD and Regency/City DPRD elections in the new autonomous regions," he continued.
Electoral District Simulation in Papua New Guinea Depends on Population Meanwhile, the General Election Commission (KPU) of the Republic of Indonesia has also compiled a simulation of the arrangement of electoral districts (dapil) in that area. Later, this simulation will depend on the population.

“It really depends on the population in the new autonomous regions. As for the election for the Provincial DPRD, the electoral area is a combination of regencies/cities in one province," said Idham. Now, the Commission is conducting the simulation. Later the results of this simulation will be submitted to lawmakers or commonly called legal drafters.

"Later we will convey it as a form of input to lawmakers, but of course, as the policy in the formation of Law No. 7 of 2017, whose name is the electoral district for the Provincial DPRD, it is part of attachments to Law No. 7 of 2017," explained Idham. "So later we will submit this input to the legislators and they will decide later because the construction of the law is like that. Regarding the arrangement of electoral districts for regencies/cities throughout Indonesia, we will start on October 14, 2022 and we will end it on February 9, 2023," he continued.

Election Budget for DOB When Perppu Is Issued

It should be noted that the KPU RI has budgeted a number of funds for the implementation of the general election until 2024. However, the budget does not include the addition of three new provinces in Papua.

Related to this, the KPU asked the government to rationalize the budget. Moreover, the facilities and infrastructure for the Provincial KPU have not yet been allocated. "Because previously we designed the election budget for 34 provinces. Tomorrow there will be an additional three and even said there will be more, more," said Idham. "It's not asking for (plus) us to rationalize the budget needs for organizing elections," he continued.
