They consist of students, activists and Papuan youth who agree if the special autonomy is enforced. However, it is necessary to have control or supervision by forming a special agency or institution involving community leaders and intellectuals from Papua and West Papua.
Malkin Kosepa, Chairperson of the Telok Binton Student Association for Jabodetabek, said that as Papuan students, we have to oversee and encourage and evaluate on Otsus volume II. So that the future is right on target.

In line with what was conveyed, Arman Asso, DPP KNPI from Wamena, said that Otsus Volume II had occurred and did not need to be a polemic, because it had become a national program that should be watched.
"I see that this special autonomy has become a national program, so I think we should guard it. We shouldn't provoke people, because not everyone knows about Otsus. Not all Papuans refuse, but all support. The most important thing is that the government makes new regulations that are pro to the community itself, "said Arman.
Abdul Rahman M. Werfete, Ex Chairperson of IMAPA UI, explained that the government must emphasize educational programs and people's economy for the Papuan people. Then also the need for control of the program.
"We as Papuans still need Otsus to accelerate development," he said.
Meanwhile, Isay Wenda, a former perpetrator of treason at the Palace, who is also an activist from Lanny Jaya, agreed that Otsus Volume 2 applies again, as long as there is community involvement in managing the funds.
"If the government continues Otsus I want the people to be the perpetrators, not the object or the 'audience'. The government must involve the community so that what they want is also in accordance with the government's wishes, "said Isay.
Henci Danyelo Lee Hamberi, an activist from Serui, said that if the government wants to advance, it must pay attention to its education, because it is very useful in accelerating the development of its Human Resources (HR).
"Special Autonomy Volume II is very good if the government continues and cares about paying attention to education in Papua," he said.
Complementing it, Muli Yasir Kaninggai, an activist from Fakfak, supports Special Autonomy Volume II with a note that regulations elevate the dignity of the Papuan people.
"We see and feel the benefits of Otsus at this time. In fact, it is very sad if Otsus is rejected. Because the acceleration of development is very much felt by us. We are also ready to oversee the special autonomy fund volume II to continue," he completed.
Regarding the pros and cons, it is important to realize this special autonomy. They want the small community to be considered, this is what the central and local governments pay attention to.
