Otsus Must Keep Going On and Enjoyed by All Papuans



Boy Markus Dawir (Member of the Papua Province DPR) revealed that the Papuan people currently still enjoy a special autonomy policy, as stipulated in Law Number 21 of 2001 concerning Otsus for the Province of Papua.

According to him, this fact can be felt in the fields of government, politics, economics and especially in the three areas of excellence, namely community empowerment, education and health.

"When special autonomy is granted, of course many policies have been passed down from the Papua Provincial government to Regency / City Governments in 28 Regencies and 1 City in Papua," said Boy Dawir.

This policy, of course, said Boy, 80% of the special autonomy fund was given to the regions and the Papua Provincial Government only managed 20%.

"All concerns the Papua Governor Lukas Enembe and the Deputy Governor of Papua, Klemen Tinal, by instructing that the funds can be directly used for the needs of indigenous Papuans. Because regencies / cities have communities, while the Papua Provincial Government is only administrative, "Boy added.

If so, then the amount of special autonomy funds that have been rolling and given, according to him should be an indicator in assessing a success or failure in the district / city, without having to assess in general terms from a situation.

Therefore, explained Boy, evaluation is very important to be carried out on programs and policies in translating special autonomy funds given by the province to districts / cities.

"Pros and cons are reasonable in assessing the success and failure of special autonomy, but it will be a question, whether Otsus fails at what level? Province or City and Regency? " he said.

Special autonomy funds given to districts / cities must be utilized as well as possible for indigenous people or indigenous Papuans. With this autonomy, it is natural for the public to question the district / city government, whether what has been done during the Papua Special Autonomy is present with the launch of the funds that have been given.
