Otsus Volume II Must Be Improved, Not Referendum or Provocation
Regarding the extension of Otsus Volume-II, the Head of the Wamena Tribe in West Papua, Diben Danggu Weya said that special autonomy (Otsus) in Papua and West Papua Provinces is a form of state concern to protect the basic rights of indigenous Papuans.
This is intended so that the Papuan people can develop their own abilities well, so that they can compete and be equal with other Indonesians by not leaving their identity and identity.
He said that the special autonomy was carried out wisely and sensitive to the objective conditions of some Papuan people whose socio-economic and political conditions require certain protection, so that their rights are expected to be served and fulfill their obligations, and can develop their regions the same as other regions in Indonesia.
He considers that the rejection of Special Autonomy volume II by a number of organizations, political elites and certain student groups is a normal dynamic in the middle of democratic life in this country.
"However, it needs to be reviewed, is the reason for the rejection of Special Autonomy Volume II that was conveyed the aspirations of the Papuan people in general? Or deliberately distributed to support the Free Papua movement, ”he explained, to journalists in Manokwari, Tuesday, July 28, 2020.
He added that the rejection of Otsus Volume II was too far-fetched. If there is a rejection of Otsus based on and linked to the reason for the referendum, because it is precisely through Otsus that the people in Papua and West Papua Provinces are guaranteed to exercise their rights independently by utilizing the political, economic and socio-cultural space created through Otsus without having to become a threat. for a sovereign country.
"As a native Papuan, I feel sad if in recent weeks there have been petitions from groups claiming to side with the Papuan people and rejecting the extension of Otsus," he said.
He is sure that with the special autonomy system, the Papuan people can gradually enjoy real prosperity, both physically and spiritually, "he said.
According to him, if Otsus Volume I is deemed not running effectively, then it should be for period II to discuss with each other, sit together with all stakeholders, the central government with the Governments of Papua and West Papua, to mutually evaluate the implementation of Otsus, and then make improvements.
"Not instead of shifting with provocative issues for a referendum and Papuan independence. This issue is very far-fetched, irrelevant to the real problem, "he explained.
For this reason, Otsus Volume II should continue and be implemented in Papua and West Papua Provinces, with amended provisions, so that existing weaknesses must be addressed, including regulations and there is a need for a comprehensive evaluation and audit for Otsus Volume I.
That way, the government can know what are the shortcomings and what sectors must be addressed, so that later Otsus Volume II can be of direct benefit to the people of Papua. For that, he appealed to all parties not to be influenced and provoked by groups and organizations that are against the state.
