Intan Jaya Regent Natalis Tabuni emphasized that his party continues to seek to approach the Papuan separatist and terrorist group (KST) or TPN-OPM, which has often been involved in armed conflicts with the TNI-Polri. Various efforts to communicate with the group have been made but require extra patience.
Intelligence and security observer Stanislaus Riyanta assesses that a humanist approach is expected to be realized considering that the existence of OPM or KST Papua is not caused by one factor alone.

The Regent of Intan Jaya, Natalis Tabuni, also stated that his party had several times attempted a cultural and familial approach to resolve problems with these terrorist and separatist groups.
"We have done communication many times, using a cultural, familial approach, through churches, village community leaders, the Intan Jaya DPRD institution. Everything we do," said Natalis.
He also emphasized that currently the TPN-OPM group is divided into several groups, each of which wants to show their existence. The Sabinus Waker group is one of the groups that has existed for a long time. However, over time, a new group emerged from Paniai and Puncak, Puncak Jaya.
