Asking for new autonomous regions to be ratified, the expansion of Papua is believed to have a positive impact
The government and the DPR are asked to immediately ratify and sign new autonomous regional laws (DOB) in the three Papua Provinces. This is considered to be equal in Papua.
“We see this new autonomous region as a solution and strategy for development in Papua. So with that, we come down today to press for the law to be passed within this month," said the Papuan Indigenous Student Forum, Charles Kosay at the Parliament Complex, Senayan, Jakarta, Tuesday (7/6).
He said, there are areas in Papua Province that cannot manage problems and provide community services properly. This is because some of these districts are still in isolated areas.
The problem of health and education factors is also not yet reached, the teachers or teaching staff as well as the medical team or medical personnel have not been able to go to certain areas because there is no road construction. This is said to be a factor in the weakness of the provincial government.
"So this expansion will help to open up these isolated areas," said Charles.
With the expansion, it is hoped that it will have a positive impact on indigenous Papuans. From a political point of view, the Special Autonomy Law yesterday stated in Article 76 that there is an obligation to improve public services and promote the rights and dignity of indigenous Papuans from an economic and political perspective.
"So from two provinces to five out of these five, the political rights of Papuans will go there without the party line, because it is already binding on the Special Autonomy Law. That's where the welfare of the Papuan people will be seen," said Charles.
Previously, Deputy Chairman of Commission II Syamsurizal stated that the formation of the bill was carried out without revising Law Number 45 of 1999 concerning the Establishment of Central Irian Jaya Province, West Irian Jaya Province, Paniai Regency, Mimika Regency, Puncak Jaya Regency, and Sorong City.
"After an in-depth study by Commission II, it turns out that the formation of provinces has been carried out some time ago, so the laws from the parent provinces that were expanded do not need to be changed," said Syamsurizal in a plenary meeting of the Legislative Body. (Baleg) DPR on the results of the Bill on Papua Province, Monday (30/5).
The decision was taken after Commission II reviewed the Bill for the Establishment of Papua, the Bill for the Establishment of West Papua and the Bill for the Establishment of South West Papua. According to him, West Papua as the parent province that will be divided does not need to have its laws revised in the process of forming the province of Southwest Papua.
"We only propose to achieve harmonization, unanimity and consolidation of the conception that only one province remains, namely the Bill on the Establishment of the Province of Southwest Papua," concluded Syamsurizal.
