Mardyanto compared this to Central Papua Province which has rich natural resources, especially Mimika Regency, whose area has a gold mine managed by PT Freeport, but the ability of governance is not optimal. "So the need for competency development for the State Civil Apparatus (ASN) or structural officials in the expansion area," added Mardyanto.
According to Mardyanto, another effort that can be done is to provide assistance to ASN or structural officials in the new expansion area. Assistance, he said, came from the closest regional government bureaucrats. He said that the central government accommodated ASN in the three new autonomous regions, filled with 80 percent Papuans and 20 percent by outsiders. The three new autonomous regions are the provinces of South Papua, Central Papua and Papua Mountains.
