The Minister of Home Affairs reminds the division of regions not to divide the region
Minister of Home Affairs (Mendagri) Tito Karnavian reminded that regional expansion should not be used as a momentum for region sharing.
"The principle of managing regions in this era of autonomy must be understood that division is not for dividing up regions," said Home Affairs Minister Tito Karnavian in Palu, Saturday.
He explained that the principle of expansion is how to produce autonomous regions with broad authority and capable of managing potential resources.
So that later from the expansion efforts, regions will be created that have fiscal independence or do not depend on central government funds or external parties in financing regional programs.
Tito said that there are three groups of fiscal independence according to the Ministry of Home Affairs version, which are marked by regional original income (PAD) which is greater than financial transfers to the regions and village funds (TKDD).
Then the middle group of fiscal independence is that the amount of PAD is directly proportional to financial transfers to the regions and village funds.
"Meanwhile, the group with weak fiscal independence is that the amount of TKDD is greater than the regional income or depends more on the central government," he explained.
Therefore, Minister of Home Affairs Tito encourages every regional and regional government that is in the process of expanding to make various breakthroughs in increasing PAD and not relying on central government funding.
Because if at the central level there is a shock or a shortage of state revenues, Tito continued, then the region will experience budget rationalization.
"As a result, all the programs that have been planned will not run or stall and vice versa," said Tito.
