The enactment of Law Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Province of Papua, is the embodiment of a complete and comprehensive arrangement of special autonomy granted to the Province of Papua. UU no. 2/2021 provides a clear and measurable definition, namely Special Autonomy is a special authority that is recognized and granted to the Papua Province to regulate and manage the interests of the local community, according to its own initiative based on the aspirations and basic rights of the Papuan people.
Then, the expansion can also further elevate the dignity of indigenous Papuans. Communities in each indigenous Papuan territory have the same opportunity to lead their own area.
