Senator Filep Wamafma Encourages Wondama Regency Government to Take Advantage of the Special Autonomy Block Grant



Member of the DPD RI Representative for West Papua Filep Wamafma encouraged the Teluk Wondama Regency Government to use the Otsus block grant funds to finance regional priorities that could not be accommodated in the APBD.
 
Among other things, for the provision of infrastructure and infrastructure in the fields of education and health.

"Because if you expect it from the APBD, it certainly can't be done. So I think we can, because there are parts of us that were not given here, detained in Jakarta. So there is something that is budgeted from the APBD, but what we cannot do yet is what we are pushing with block grants through the Special Autonomy Agency in Jakarta (Steering Agency for the Acceleration of Special Autonomy Development for Papua), “said Filep.
 
This was conveyed by a senator from West Papua at a meeting with Forkopimda and the leadership of the Teluk Wondama Regency OPD for the recess visit at the Sasana Karya hall, the Teluk Wondama regent's office in Isei, Friday (28/10).
 
For information, the scheme for the use of Otsus funds for Papua and West Papua in accordance with the mandate of Law number 2 of 2021 concerning the second amendment to Law number 21 of 2001 concerning Special Autonomy in Papua is divided into 2 parts.

Namely, the special Otsus grant to finance special matters such as education, health and community economic empowerment.
 
Then the Otsus block grant funds are used to finance general matters such as infrastructure development, maintenance and implementation of public services.

Also to improve the welfare of indigenous Papuans (OAP), strengthening traditional institutions and other matters based on regional needs and priorities.
 
Filep explained, unlike the specific grant funds which were directly transferred to each regional government, both provincial and district/city, the special autonomy block grant funds were still 'withheld' by the central government.

The funds are only disbursed after a priority program or activity is proposed by the local government.
 
“Because at the center it is waiting from us. We propose that they will be allocated in the block grant. If we don't propose, it's impossible for them (to help).

So please district/city propose programs in physical form, infrastructure including education and health. It could also be for public housing,” said the senator with an academic background.
 
Filep promised to oversee the proposal from the Teluk Wondama Regency Government and would follow it up in coordination with the Steering Committee for the Acceleration of Special Autonomy Development for Papua, which was led by the Vice President.

“The point is that what cannot be done with the APBD can be proposed through the Special Autonomy block grant. Making the RAB was addressed to the Head of the Coordinator for the Acceleration of Development in Papua, namely the Vice President, a copy of which was sent to me.

So, if we have time, we can discuss it directly with the related parties," said the Deputy Chairman of Committee I DPD RI.
 
The Regent of Teluk Wondama Hendrik Mambor on that occasion immediately instructed all OPD leaders to immediately prepare proposals for programs/activities that would allow them to be financed with the Otsus block grant funds.

“This is very good information. so I ask all OPD leaders to immediately prepare proposals for programs and activities complete with technical data and supporting data. It must be complete and accurate data so that it can be followed up," said Mambor.
