Sri Mulyani Ensures 3 New Provinces of Papua Receive State Budget Funds in 2023



Minister of Finance Sri Mulyani confirmed that the three provinces of the new autonomous region (DOB) of Papua will receive budgets from the 2023 State Budget through the Budget Implementation List (DIPA) which will be submitted by President Jokowi.
The three new provinces in question are Central Papua, South Papua and Highlands Papua.

"For Papua, the first three are Papua, because there is already a law (expansion) that appeared before the 2023 State Budget Law, we will include it in the Presidential Decree regarding the DIPA so that the budgeting for the implementation of the new province will be included in the DIPA later which will be conveyed by the President in 2023," said Sri Mulyani at the Ministry of Finance Building, Central Jakarta, Wednesday (23/11).
 
Sri Mulyani unfortunately has not disclosed the amount of the funds.

Meanwhile, regarding the newly ratified Southwest Papua Province, Sri Mulyani admitted that she would plan further steps. This is because the ratification of the Southwest Papua Law was carried out after the 2023 State Budget Law was drafted. One of the steps is to divide the funds from the main province to the new province.

"But most importantly, these provinces can run and function optimally in the first years. In terms of financial implications, we will later share them between the parent province and the newly created province," he said.

Later, he explained that there would be changes in terms of the General Allocation Fund (DAU), the Special Allocation Fund (DAK), the Revenue Sharing Fund (DBH), and including the Special Autonomy Fund (Otsus).
 
"Because in Papua there is Otsus, including the Village Fund, we will see based on regional demarcation, population, and how many civil servants are moving or moving to new provinces," stressed Sri Mulyani.

It is known that the DPR has passed the Draft Law (RUU) on the formation of the Southwest Papua Province at the DPR plenary meeting, Friday (18/11).

So, there are a total of four new autonomous regions (DOB) for Papua. This change in election-related regulations is necessary because the formation of a new province in Papua has implications for changes to electoral districts and the filling of legislative representatives at the central level and newly created regions.
