Ondoafi Yoka Village, Titus Berii, on behalf of all the ondoafi in Port Numbay, Jayapura City, asked that the Papua Special Autonomy continue. According to him, the Papua Special Autonomy is a form of the central government's support for Indigenous Papuans (OAP). Yohanes Wenda, one of the church leaders in Papua, who also voiced that the special autonomy should be continued but arranged in such a way so that it could be more targeted and enjoyed directly by the indigenous Papuan people. It is said that the rejection of the special autonomy that has been conveyed by a number of parties so far is purely due to the disappointment of some people who feel that they have never received the benefits of special autonomy, even though so far the government has announced a very large nominal autonomy fund, but in fact many of them have never felt it. the impact of the rolling out of the Papua special autonomy fund.
"Otsus is aimed at the welfare of the Papuan people who are weak, poor and underprivileged, but the problem is that so far there are many poor Papuans who have never felt the benefits of Otsus. Firmly Pdt. Yohanis Wenda, in the future the implementation and management of the special autonomy fund must be better monitored, and if there are indications of abuse, then law enforcement officials must act decisively, arrest and investigate thoroughly, regardless of the rank and position of the person. "The law enforcement apparatus must be firm, if anyone tries to misuse the special autonomy funds, then he will be arrested, whoever he is, because he has eaten something that is not his right," said Pdt. Wenda.
In line with that, Sem Kogoya, one of the traditional leaders of the central highlands community in Jayapura City, also highlighted the unclear management of the special autonomy funds starting from the Papua Provincial Government, down to the Regency - City. According to him, this lack of clarity led to the emergence of a group of people rejecting actions. For this reason, Sem Kogoya hopes that in the future, the management of the special autonomy fund must be more transparent, on target and no longer cut.
"Until now, the management of the special autonomy fund is not clear, how many have reached the community, who has the right to receive it and so on, this is not transparent so many have rejected the special autonomy fund volume II. I ask that Special Autonomy volume II must be closely monitored, the legal apparatus must also be involved, so that the use of the special autonomy funds can be more targeted, "said Sem Kogoya.
"We ask that volume II of the special autonomy fund must reach the community, no one should dare to make fun of it, especially when regional officials stop cutting the special autonomy funds, that's the right of the Papuan people," he said.
Meanwhile, Ali Kabiai, Chairperson of the Pemuda Mandala Trikora Papua Province said, in general, Otsus has a very good impact on development in Papua, there are many things that have been done with the special autonomy funds, however, his party also does not deny that there are still many people. people who reject the Papua Special Autonomy, and this is motivated by the disappointment of the people who have not been able to experience the direct benefits of the Papua Special Autonomy, which since the official rollout of the total budget that has been reduced has reached Rp. 126 trillion more, and will continue to increase in line with the sustainability of Special Autonomy for Papua volume II.
"We from the younger generation of Papua fully support the sustainability of the Papua Special Autonomy, there is a lot of evidence of successful development supported by special autonomy funds, and have brought a significant increase in Papua, so we ask that Otsus continue as an effort to accelerate development acceleration in Papua," said Ali Kabiay.
However, Ali Kabiai asked the central government to first evaluate the implementation of the first phase of Otsus, so that later in the second stage, the Papua Special Autonomy could be maximized in answering all development problems in Papua, so that there would be no more turmoil in the community. "Before continuing, special autonomy must be evaluated, has been absorbed anywhere, and used for anything, this is important so that later the use of special autonomy funds can be more targeted, and can touch all indigenous Papuans," he concluded.
