The Government Never Stop Building Papua
The policies of the central government under the leadership of President Joko Widodo (Jokowi) through various ministry programs since 2014 to date have never ceased to continue to develop the land of Papua in order to improve the welfare of indigenous Papuans within the framework of the Unitary State of the Republic of Indonesia (NKRI).
The seriousness of the central government in developing Papua by giving full authority through Law number 21 of 2001 concerning Papua's special autonomy until the issuance of Presidential Instruction No. 9 of 2020 concerning the acceleration of the development of Papua and West Papua.
Various development program policies implemented in Papua and West Papua Provinces are aimed at reducing high poverty rates, reducing the costly index and equitable distribution of infrastructure development facilities.
The issuance of Presidential Instruction No. 9 of 2020, is one of the latest legal umbrellas in an effort to further accelerate development progress in the land of Papua.
In the era of President Joko Widodo's administration, he led to greater attention to Papua, one of which was increasing the development of basic infrastructure to meet the needs of local Papuans.
Data from the Ministry of Public Works and Public Housing (PUPR) in the 2021 budget year, the budget allocation for infrastructure development of the Ministry of Public Works and Public Housing (PUPR) for Papua Province reaches Rp. 6.12 trillion.
This budget is used for natural resources (SDA) amounting to Rp. 670 billion, roads and bridges worth Rp. 4.46 trillion, Rp. 650 billion for settlements and Rp. 330 billion for housing.
Meanwhile, for West Papua Province, the central government has allocated an infrastructure budget of Rp 3.67 trillion. Rp. 600 billion for natural resources, Rp. 2.54 trillion for roads and bridges, Rp. 320 billion for housing and Rp. 200 billion for housing.
Four programs of the Ministry of Public Works for Public Housing for Papua and West Papua Provinces to realize reliable infrastructure while at the same time addressing the challenges faced in the easternmost region of the Republic of Indonesia.
First, equitable development to improve people's welfare. Second, affirmative support for improving the human resources (HR) of the Papuan people. Third, the implementation of the Cash Work Intensive Program (PKT). Fourth, fulfillment of basic needs and services with the support of PUPR infrastructure.
Increasing the welfare of the Papuan people is carried out by opening up isolated areas and increasing access and connectivity from land and multimodal.
Among them have been built in the form of Trans Papua Road 3,534 km, Border Road in Papua along 1,098 km and 1.3 km Youtefa Bridge in Jayapura City.
Furthermore, to support human resource capacity development, the Ministry of PUPR also conducts human resource training in construction services involving indigenous Papuan and West Papuan partners.
In addition, the PUPR Ministry also empowers local business actors with limited tenders for self-estimated construction work packages (HPS) of between Rp 1 to Rp 2.5 billion.
Meanwhile, the internal human resource development of the Ministry of PUPR in technical centers in Papua and West Papua has been filled by native Papuans as Head of Balai, Head of Satker and PPK.
The third program is the implementation of cash for work to distribute income for the Papuan people in the context of restoring the national economy due to the COVID-19 pandemic.
In the 2021 fiscal year, there was an increase in the PKT budget from the previous year, from Rp.671 billion to Rp.731 billion. This budget is used for 19 activities that will absorb 27,967 workers.
The fourth program is the fulfillment of basic needs and services with infrastructure support in the PUPR sector, including the construction of Integrated State Border Posts (PLBN) in Skouw (Jayapura) and Sota (Merauke).
As well as infrastructure development to support the implementation of the XX Papua National Sports Week (PON), Lukas Enembe Stadium and the construction of special houses, clean water, environmental roads and suspension bridges in Asmat, Mappi and Mamberamo Raya districts.
10 airports were built
The decision of President Joko Widodo (Jokowi) to appoint Wempi Wetipo as Deputy Minister of Public Works and Public Housing (PUPR) is very appropriate because he has the task of overseeing all infrastructure development, especially in eastern Indonesia.
Like in Papua, the government is currently aggressively building various infrastructures on the most end of the Indonesian island. Among them, Trans Papua Road, bridges, airports and others.
The government is accelerating various infrastructure developments, including transportation infrastructure to improve connectivity in Papua and West Papua Provinces.
Various transportation infrastructure and facilities in the land, sea and air transportation sector will be built in the two easternmost provinces of Indonesia.
Through the Ministry of Transportation, the Republic of Indonesia will work on a lot of transportation infrastructure, especially in the air transportation sector by building and developing 10 airports, namely six airports in Papua Province including Ewer Airport, Kepi Airport, Ilaga Airport, Oksibil Airport, Nabire Baru Airport and Airport Mopah.
Meanwhile, four other airports are located in West Papua Province, namely Rendani Manokwari Airport, Waisai Raja Ampat Airport, Wasior Baru Airport, and Siboru Fak-fak New Airport.
Sentani Airport is located in Sentani City, Jayapura Regency and approximately 40 km from the center of Jayapura City. This airport is the largest airport in Papua and the main hub to the interior of Papua.
Previously, this airport was a class I airport, which finally carried out a number of improvements to several flight facilities such as extending the runway, expanding the parking lot, and apron to support the target of becoming an international airport which was inaugurated in 2017.
In addition, in the conversion of Sentani airport to an international airport, several developments have been carried out, namely the development of arrival terminals, domestic and international departures, custom, quarantine and a number of other facilities.
Build five sea ports
In the marine transportation sector, the lousat government through the Ministry of Transportation has built a number of ports, namely Depapre Port, Nabire Port, Pomako Port, Moor Port, and Serui Port for Papua Province and Kaimana Port in West Papua Province.
Meanwhile, in the land transportation sector, the government has also built terminals, namely the Entrop Bus Terminal in the city of Jayapura, Papua, a water bus dock on Lake Sentani, the National Cross-Border Post Facility (PLBN) in Skouw, and the provision of transportation buses and water buses.
During the administration of President Joko Widodo, Papua was one of the areas that became the focal point of development. Various infrastructures are presented as concrete steps to strengthen the economy of the Papuan people.

The construction of the Holtekamp bridge is also the first bridge to be shipped as a whole and the furthest because it covers a distance of 3,200 km and takes 28 days of travel.
This 1328 meter long bridge including the main span of 732 meters is above Youtefa Bay which connects Jayapura City with Muara Tami District in Papua Province. Later, the travel time from Jayapura City to the Skouw border will be shorter from 2.5 hours to 60 minutes.
Papua's electricity infrastructure
In addition to road and bridge infrastructure, President Joko Widodo has also built six infrastructure facilities which were inaugurated in October 2016.
Among them, the Orya Genyem 2 × 10 MW Hydro Power Plant (PLTA), the Prafi 2 × 1 25 MW Mini Hydro Power Plant, the 70 kilovolt Genyem-Waena-Jayapura High Voltage Air Line along the 174.6 kilo meter circuit.
In addition, there is a 70 kilo Volt Holtekamp-Jayapura High Voltage Air Line (SUTT) along a 43.4 kilometer circuit, a 20 Megavolt Ampere Waena-Sentani Substation and a 20 Megavolt Amper Jayapura Substation.
Currently, the Ministry of Public Works and Public Housing (PUPR) is building the Indonesia - Papua New Guinea border road from Merauke to Jayapura in Papua Province along 1,098.

In the health sector, the government, through the Indonesian Ministry of Health, has provided a program for PTT doctors to meet the needs of basic public health services in various villages and districts.
In addition to human resources, the central government has also built health infrastructure, one of which is the construction of a COVID-19 hospital in Biak Numfor Regency in 2019/2020, construction of hospitals in a number of expanded areas in Papua and West Papua Provinces and construction of Puskesmas / Pustu facilities.
Meanwhile in the field of education, the government through the Ministry of Education, Culture and Technology Research (Mendikbud Ristek) has implemented a special affirmation program for education for native Papuan students to study at various state universities throughout the Republic of Indonesia.
This educational affirmation policy has been running well in various state universities throughout Indonesia from Sabang to Merauke. Thousands of Papuan students have taken higher education with diploma, bachelor, master and doctoral qualifications.
All of this proves the high attention the central government has on indigenous Papuans to live prosperously and on an equal footing with other communities in Indonesia.
Assistant II for the economy and People's Welfare Regional Secretary of Papua Province Muhammad Musa'ad said. Since Law No. 21 of 2001 was enacted, there have been many changes in development in Papua.
One example of this change, he continued, was the receipt of regional revenue (PAD) in Papua Province during the leadership of Governor Lukas Enembe and Deputy Governor of Klemen Tinal since 2014 until now, which has continued to experience a very significant increase in support of regional development financing.
Papua's PAD increases almost every year, one of which is in 2020 from the target of PAD of IDR 350 billion. So the achievement to date is IDR 1.7 trillion to IDR 2.5 trillion, said Muhammad Musa'ad in a conversation with the media crew in Jayapura, Thursday.
Musaad admitted that the contribution of PAD to regional income continued to increase from 2014 amounting to 8.45 percent. Meanwhile, until now it has increased to reach 12.75 percent.
"The increase in PAD in 2020 is extraordinary even though Papua Province is in an atmosphere of handling the prevention of the COVID-19 pandemic," he said.
This is a concrete manifestation of the government's commitment to uplifting and improving the lives of the indigenous Papuan people who are more prosperous within the framework of the Unitary State of the Republic of Indonesia.
To what extent has the implementation of Presidential Instruction No. 9 of 2020 in promoting the welfare of indigenous Papuans. Of course, it must be carried out consistently and with a serious heart to improve development in Papua and West Papua.
The touch of the basic infrastructure development program which is continuously being improved by the government is more touching the interests of the citizens. As a form of the state, it is present to build a peaceful, prosperous and advanced Papuan land within the framework of the Republic of Indonesia.
