The Tragic Story of a Papuan Student Killed at the Hands of the KKB Head of Lekagak Telenggen

Ali Mom, a grade X native Papuan student at SMAN 1 Ilaga, Puncak, Papua, is one of a series of victims who died as a result of being shot by the Armed Criminal Group (KKB). The Free Papua Organization (OPM) accused Ali of being a spy.

On Friday, April 16, 2021, the Papuan Police Chief Inspector General Mathius D Fakhiri said that Ali died on the spot after receiving the KKB atrocities.

"Instantly the victim died at the scene," said Mathius.

Starting from Ali's cell phone which rang, Thursday 15 April 2021, there was only an anonymous number. The student did not suspect and still picked up the phone.

From the other end of the phone came a man's voice. Later, it was discovered that the man was a member of the KKB led by Lekagak Telenggen, the OPM Papua Liberation Army commander.

The caller asked for help. Without further ado, Ali agreed. The young man used to do this, he accepted deposits from anyone. Solely to earn extra money as a local native student.

Ali, who is a resident of Ilambet Village, then rode his motorbike, even though night had fallen. He was asked to buy cigarettes and areca nut and deliver them to Uloni Village, Ilaga District.

When he got there, Ali was confronted by KKB members. He was shot twice and was subjected to sharp weapons in the head. Not to forget his motorcycle was also burned.

Spokesman for the West Papua National Liberation Army-Free Papua Organization (TPNPB-OPM) Sebby Sambom also spoke up and acknowledged the murder of the high school student. Ali is considered a provocateur who incites residents not to support the OPM struggle and always cooperates with the TNI.

This December 2021, Ali Mom will have her 16th birthday.

The cruelty of the Papuan KKB towards Ali Mom has also attracted the attention of many parties. One of them is former Commissioner of National Police, Andrea H Poeloengan.

"This is an important case. This is not an ordinary crime. This is also a violation of human rights against vulnerable groups. It must be a priority for the Police, assisted by the TNI and other government officials," said Andrea in his statement on Sunday (30/5/2021).

According to Andrea, Ali Mom is included in the vulnerable group in the context of Human Rights (HAM) as regulated in Law Number 39 of 1999 concerning Human Rights. He must be given special human rights protection.

Moreover, in general, a child must be respected for his life, as regulated in Law No. 35 of 2014 which partially updated Law No. 23 of 2002 on Child Protection.

"Ali Mom's case is examined from the laws and regulations on Human Rights and Children in Indonesia, including human rights violations. Although the mechanism will be carried out through the general court, the level of human rights violations is very thick, as a logical consequence that children are required to receive special protection as vulnerable groups, and the best interests of life for children are basic and human rights for them. In war alone children must be protected, "he explained.

Andrea stated that Ali's case shows that the fact that OPM is labeled as a separatist group, KKB, and terrorist group, is a human rights violator as well as a trigger for human rights violations. For this reason, the tough actions taken by the TNI-Polri in law enforcement efforts cannot simply be seen as wild acts of violence.

As long as the authority is regulated by positive law, he continued, it becomes legal and must be supported. While what the OPM does is illegal methods of eliminating human lives, it is also not a group whose authority is based on law and human rights, even possessing illegal equipment and weapons.

"Do not be back and forth. Unscrupulous mistakes can indeed occur to the apparatus. But systematic, massive, structured mistakes, with intentions, plans, with illegal aims and against human rights, are what OPMs have done so far," Andrea emphasized.
