1,800 houses for the victims of the flash flood have been repaired



Repairs to 1,800 houses for victims of the Sentani flash flood that occurred in Jayapura Regency, Papua, in March 2019 have been completed by the end of January 2022. Another 200 housing units are expected to be repaired soon.

This was stated by the Acting Head of the Jayapura Regency Regional Disaster Management Agency (BPBD), Alpius Toam in Sentani, the capital of Jayapura Regency, Saturday (19/2/2022). He stated that most of the houses were repaired by entrepreneurs from Jayapura Regency.

He stated that the process of repairing the houses of the victims of the banjir bandang was financed with a budget guarantee of 30 percent of the contract value of each housing unit being worked on, because local entrepreneurs in Jayapura Regency lacked working capital. According to him, every entrepreneur can complete the rehabilitation work of 2-5 housing units.
 
“Physical activities impacted by disasters like this are usually carried out by entrepreneurs who have sufficient working capital. However, the amount of work completed from the middle of the year to the end of last year was quite good," said Toam in Sentani, Saturday (19/2/2022).

According to Toam, the involvement of entrepreneurs from Jayapura Regency, according to the Presidential Instruction regarding the COVID-19 pandemic, provides job opportunities for local entrepreneurs. According to him, the involvement of the local community in the rehabilitation of the houses of the banjir bandang victims is very optimal.

From the income and improvement of the community's economy during the pandemic, these efforts answer the needs of the residents. However, Toam admits that the cash flow from the rehabilitation project for houses for victims of flash floods is not significant, considering the value of the work is below Rp. 50 million per unit.

“Of the 1,800 housing units that have been rehabilitated, many [of the victims' houses in] Segment 2, on the coast of Lake Sentani, have been completed. Then Segments 1 and 3. According to the work contract, the overall implementation time will end in September 2022," explained Toam.

Although the deadline is still long, Toam hopes that each entrepreneur will soon complete their respective work, so that all project reports can be immediately submitted to the National Disaster Management Agency (BNPB).
 
“There are still places on the list of beneficiaries that have not been finalized. This is because the name of the beneficiary, the place or house to be rehabilitated, does not match. The work team will re-verify each beneficiary's name, to be re-submitted for the next stage," said Alpius Toam who is also the Head of the Jayapura Regency Public Works and Public Housing Agency.

So far, there are beneficiaries who are satisfied with their home improvement. However, there were also beneficiaries who were dissatisfied, because the improvements were not what they wanted.

One of the beneficiaries in Simporo Village, Nelvis Ibo, admitted that the wooden building materials used to repair his house did not match the needs of the Budget Plan (RAB) used.” In the RAB, which is used, rehabilitate one house unit using iron wood. But the reality is not like that. Even the work seems rushed, not completed completely," he said.
