Komnas HAM Asks the Regent to Meet the KKB from TPNPB in Bintuni and Maybrat West Papua



The National Commission on Human Rights (Komnas HAM) asked regional heads in Maybrat and Bintuni Bay districts, West Papua, to go down to meet the Armed Criminal Groups (KKB) in those areas.

This was disclosed by the Head of Komnas HAM Papua and West Papua Frits Ramandey.

Frits argued that the issue of the security situation could not be solved only by approaching the TNI-Polri officers stationed at each point in the two regions.
 
"Regents in both regions must be able to meet and talk with them (armed civilian groups)," said Frits, to TribunPapuaBarat.com, Tuesday, November 15, 2022.

According to Frits, the handling of security in West Papua should not be carried out by directing troops from outside.

"Don't go around sending the Task Force and troops from outside the Land of Papua to this area. Sending the Task Force from outside always creates problems for the Land of Papua," he said.

Based on records, during the incidents of violence in Papua it was always handled by a Task Force brought in from outside.

"They don't understand the socio-culture of local people in the Land of Papua," explained Frits.

He said, when there are residents holding sharp tools such as machetes, arrows and others, they already think negatively about that person.
 
"We ask that the Regents in these two regions be able to meet with the leaders of armed civilian groups," he said.
 
Frits revealed that regarding the settlement of problems in the two regions, the only way is for the Regent to come down and meet with this group.

"We shouldn't suspect them, what shouldn't be is the Regent giving money to buy weapons," said Frits.

"Ideology cannot be killed with bullets and even with development."

Therefore, Frits hopes that the two Regents will stop approaching the Task Force and others, they should go down and meet with their leaders.

Refugees in Maybrat

The National Commission on Human Rights (Komnas HAM) also reported that a number of civilians in the villages of Kisor, Imsum and Krus, Maybrat District, are still seeking refuge in neighboring areas, including Sorong, West Papua.

According to Komnas HAM, during the 1.5 year period, refugee children have not received proper services.
 
"These children don't get good health and education services," said Head of Komnas HAM Papua and West Papua, Frits Ramandey, to TribunPapuaBarat.com, Tuesday 15 November 2022.

"Almost a year and a half children do not attend education," he continued.
 
Frits Ramandey said residents fled because of the massacre of four TNI soldiers at Posramil Kisor, South Afiat District on September 2, 2021.

Responding to this condition, Komnas HAM asked the government to repair houses in Kisor, Imsum and Krus villages.

Meanwhile, Frits said there were 1,600 civilians displaced in 2021.

It's just that, for the current data, his party has not carried out data collection again regarding the number of Maybrat refugees.
 
"It could be that the data for 1,600 people has decreased or it has increased," he said.

Frits said, the problem of refugees in Maybrat, West Papua, must be addressed properly.

"From the three villages, all the people fled to neighboring areas, including Sorong," said Frits.

"We are discussing with the Provincial DPRD regarding the fulfillment of the right to health and education for refugees," he explained.
