The Chairperson of the Papuan Archipelago Association Requests Special Autonomy Volume Two to make the socialization more massive
The Chairperson of the Papuan Archipelago Association of Jayapura Regency, Manasse Taime, SH asked those who directly deal with the management of the Papua Special Autonomy (Otsus) to intensify outreach activities to the community, especially the people in the villages.
The reason is, said the alumni of Cenderawasih University, ordinary people in the villages when asked about Otsus, they spontaneously answered 'Otsus failed'. According to him, socialization is very important to build public understanding, especially the Papuan people at the grassroots who are the beneficiaries of the Special Autonomy policy itself.
The Papuan youth who is also the Chairperson of the Kab. Jayapura said that the lack of socialization had caused people to only see Otsus as money or assistance that they actually received. He hoped that socialization in the future should focus more on socializing the special autonomy policy as an instrument to accelerate development in order to accelerate the achievement of progress in the land of Papua.
"My hope is that the second volume of Otsus, which has just been rolled out, will touch more on the voiceless people in the villages who so far have only heard about (about) the Special Autonomy funds. But what is Otsus, they don't know what form it takes, so there needs to be massive outreach," said Manasse Taime in Jayapura, Tuesday (14/12/2022).
If asked further about the Special Autonomy funds, continued Manasse, the people could not tell which budget item they had received assistance from.
''The community also doesn't know what BLT (Direct Cash Assistance) is, what BST (Cash Social Assistance) is, because they don't really understand where this budget post comes from, that is. The community is confused whether we have received the Special Autonomy funds or not," said Manasse.
According to Manasse, the institutions that are expected to become the leading sector for the socialization of the Special Autonomy policy are the Papuan People's Representative Council (DPRP) and more specifically the Papuan People's Council (MRP) which are representatives of cultural institutions formed according to the mandate of the Papua Special Autonomy Law. However, Manasse seems pessimistic that the two institutions will be able to carry out this role optimally considering that during the first volume of Special Autonomy, the DPRP and MRP seemed to have less standing.
"In the future, the MRP should be filled with figures who have the capacity and capability, have sufficient potential to carry out (the mandate) of the Special Autonomy Law. Due to the weakness of the MRP and DPRP in carrying out their functions, in the end it was us youth who moved, held actions, demonstrations, demonstrations, and then they moved. Moving is also not correct, not according to existing rules, disappointing," said Manasse.
Manasse hopes that in the second edition of the Ostsus era, the two institutions can be more productive in drafting regional regulations and regional regulations to protect the rights of the Papuan people, including optimizing their oversight function over the management and use of special autonomy funds.
This weak oversight, said Manasse, had led to the misuse of Papua's Special Autonomy funds which seemed to be carried out in congregation during the first volume of Special Autonomy. Because of this, Manasse agrees, the Governor of Papua Lukas Enembe and unscrupulous local officials who are indicated to be involved in corruption are being investigated intensively by the Indonesian anti-corruption agency (KPK).
